Rotate Tool: Sketchup 2017

When I set the rotate tool on a particular plan in Sketchup 2017 and it seems to get glued to that plane with a dotted line connected to the axis where I set it on and seems to snap along that plane.
This is while setting the plane and holding shift and the left mouse button down.
On Sketchup 2015 however I can set the plan and freely move about the rotate tool without any snapping. Again holding the shift and left mouse button down.
Am I missing something here and is there a new procedure?

I suppose the last procedure in the video posted here does the trick. Have to set the plane then an click on a corner.

The first click after you get the Rotate tool sets the center of rotation. It's always been that way. You can hover but not click and then press Shift to lock the orientation or you can lock the orientation with the cursor keys. Left for green, right for red, up for blue, and down for an orientation based on a face in the model.

Dave, I didn't know about the cursor keys. Will help although I like to work with the left hand on the keyboard and the right on the mouse. Sometimes we end up using software the way we drive knowing how to get around town but not knowing exact street names.

The cursor keys have been a thing for a few generations now but as I said, Shift can be used instead. I use both depending on what I'm doing.
