This can't be a bug, otherwise, everyone would have been posting about this, but I cannot create a hole in an ungrouped plane with a simple intersection.

I'm using SU 2017 version 17.2.2555 64bit on two different computers both running Win10 Pro so it is not a machine-peculiar problem.

I have attached a very simple SU Version 8 example of an ungrouped plane and a grouped cylinder intersecting the plane. When I click on Intersect Faces with Model a hole is not cut out. There's only a ring left on the plane. This is NOT a case of having to click on the inside of the circle and deleting to reveal the hole: the ring cannot be selected independently.

If I select everything and click on Intersect Faces with Selection a hole is not cut out.
Again there's only a ring left on the plane.

No hole is created, just a ring that is not cut into the plane

You are running into a longstanding, and quite well known bug !
If a new set of edges touch the perimeter of a face and they ought to intersect and make new cut-out face, then they do not intersect the face, but simply overlay it without any intersection.
In your case move the intersecting object say 1 unit axially [so it's still on the face], do the intersection, then the face is 'cut' as expected, delete the circular face to make the hole, now select the circle perimeter and move it back axially say 1 unit, and it'll now still remain as you hope...

The intersection works if you scale up your model.
Length of segment of the cylinder <0,6mm same old problem.

            TIG,
Thank you. I don't remember ever hearing about that.
Although moving away from the edge, intersecting and moving the result back to the edge leaves segments that, if deleted, deletes the whole brown filling of the plane!

After deleting them and redrawing the right edge in two parts ending with the circle segment restores the fill with the hole breaking the edge, BUT, the hole in the center is filled in and not clickable for deletion. Mission sort of accomplished.

            Deleting segments deletes the fill

            Success: Sort of
