Why do I not see an option to navigate to my custom scrapbook folder when I look thru the scrapbook inspector panel dropdown list?

Have you saved your "scrapbooks" into the correct folder ?
C:\Users\YOUR_WIN_USER_NAME\AppData\Roaming\SketchUp\SketchUp 201n\LayOut\Scrapbooks
??
Adjust the 'YOUR_WIN_USER_NAME' to your own login...
and the SketchUp version number '201n' to suit your set up - e.g. '2015'...
These folders are hidden by default... -
