This PC is 32 bit, Win 8.1 and running 2016 Make. The new 2017 version requires a 64 bit machine, correct?
How do I get rid of the popup that suggests I buy Sketchup Pro ? -
Do you mean the splash screen at startup? It can be disabled if you buy SketchUp Pro. With Make, you get to live with that splash screen. there's no option to disable it. A very small inconvenience for having getting SketchUp for free.
At this point in time they are no longer selling licenses for SU2016 Pro so your choices would be to live with it or upgrade to a new machine with 64-bit OS.

Wait. Can someone buy a 2017 license and use 2016 pro? I for one stick with my 2016 due to coordination with others. I upgrade the license yearly regardless.

If it's a single seat license and you already have SU2016 Pro installed and licensed, you can continue with SU2016 while also having a licensed version of SU2017. Licenses are version-specific. A license for SU2017 will only work in SU2017. A license for SU2016 will only work on SU2016.

To add to what Dave wrote, there are a lot of reasons to hang onto the previous version even after you have installed the new one and it is working. You never know what issues you might run into with the new version or how soon the authors will update your favorite extensions for compatibility. You might simply prefer the way something worked in the previous version!
A purchased single-user license never expires. I ditch the old versions only if disk space gets tight or they are hopelessly obsolete.
