I'm using folder "Tools" now. And, some in "ShippedExtensions" too, because some plugins do not work properly under Tools.
I know there is a hidden Plugin folder under 😄 but it's not convinient.
      What's the difference.

You aren't supposed to be putting plugins/extensions in the Tools folder. As you've already found, many won't load properly because you've put them in the wrong location. They belong in the Plugins folder which on the PC is is under User/AppData/Roaming... You shouldn't need to access the folder directly. Between the Extension Warehouse, Install Extension, and the Sketchucation Plugin Store, all plugins can be installed automatically and you never need to see folder.

Make sure you aren't installing old plugins from a previous SketchUp installation. Install fresh copies.

i need a customized folder, as some new version plugins are not good as older ones.

That doesn't make any sense. You need to explain that.

Regardless, do not put plugins/extensions into the Tools folder.

Nothing necessitates the updating of older plugins, if that's what you're worried about... You have total control over what plugins are installed. If you're adamant on not using the plugins folder (again, you really should, that's what it's there for), Garry K details a method here http://sketchucation.com/forums/viewtopic.php?f=15%26amp;t=62487#p572162 - although you still shouldn't use the tools folder in this case
