IOR, Reflection

I've been reading some stuff about materials on this this (http://www.workshop.mintviz.com/tutorials/vray-2-0-materials-guide/)
and it mentioned something about IOR, the only problem is it's in the context of an older version which has only has Fresnel IOR in contrast to 2.0 that has both 'IOR' and 'Refract IOR'. What's the difference between the two? And how are both of them different to the 'IOR' under the Refract layer?I also read on the same site that for 'one-plane' glass (which is what I'm using on the model I've downloaded), i should use an IOR of 1.0. I've tried setting both IORs under fresnel to 1.0 to no avail. (I've also tried the default 1.55 IORs and I still can't get the gloss I want on the glass)

Note the reflection of the chair on the glass and its gloss as compared to my render. Also note that in my render, the background is refracted in an annoying manner.I've downloaded the model online in an effort to practice v-ray, they provided the model and a render in v-ray.

And , I have spent a huge amount of time to learn render engines , in depth, by the way if you are interested to save your time ( and also money ) I strongly suggest to try my V-Ray book, it is designed carefully avoiding complicated tips, yet handy and technical. -
If you are using single plane glass, just make a material that has just a reflection layer and not refraction layer. I think what you read meant to set the refraction IOR to 1.0, which is basically the same has not having one at all. In the reflection layer, I use Fresnel IOR set to 1.4 and edit the Fresnel to not use pure and white black. Adjust them just a little up and down.
