Paper Size

I need to produce a LayOut PDF document for a client in 11x17 landscape. I cannot set up a template that size because the printer I am connected to does not print that big.
How can I override the sizes in the menu to produce a document in a format bigger than my printer supports?
Yes, I did go to the help center and it says that the list of page sizes is related to my printer so I could not specify the size of page that I want.

You can set the LayOut project to any paper size you want in File>Document SetUp>Paper. It has nothing to do wiI regularly work with paper sizes I can't print on my home printer.

I went to Print Set Up in the Print section. Will I ever learn? -
