Installing & Managing Plugis

I have been able to install the SketchUcation Plugin Manager and it shows up on the toolbar but when I click on the Plugin Manager icon, I keep getting a message that says "No permission to manage ANY plugin in folder $LOAD_PATH. FULL Read/Write permissions are needed Manage Plugins within Plugin Folders....."
I am running Windows 8.1. I went to the SketchUp/SketchUp 2013/Plugins folder and set permission for everything on my machine to have full access to the folder but it still does not work and I cannot see any of the plugins I selected through the store.
What the heck am I doing wrong? I set this up on another computer but do not seem to be able to make it work correctly on this on (my client just bought me a new computer and am trying to get everything set up on the new one to match the old one).

Did you explicitly set permissions for the SketchUp Plugins folder to Full Control for your login? It doesn't sound like it.

Yes, and I went to my old computer to check that they were set the same. I am not seeing the difference.

I just went back and checked again and my login was not set. So I set it (again), now all seems to be working fine.
Thanks for replying. I do not know how the permission did not get set before.
