Scrapbook items...disappearing behind my image.

Been on SU for years. New to Layout.
Issue: Bringing in scrapbook items (enlarged plan callout).
Want it to lay over my image window obviously.
However it "disappears" behind my image.
"Arrange\Bring to Front" does not work.
Thoughts? -
Put the scrapbook items on a layer higher in the list than your images.
In SketchUp the order of layers in the list makes no difference. In LayOut, layer order is important.
