Issue A: Head down & get on with it. No easy fix. Some things will "stick" others will have to be repositioned when you rescale.
Issue B: I think/hope this is on the wish list. "Print current page" to a PDF renderer is possibly your best option but I prefer to use "Export to PDF".

In v8 AND v2013 you can Export-PDF - with All Pages, or a Page or a range of Pages.

Tig I'm trying to get it to print all the pages as individual pdfs and not one multipage pdf. I wanted it to print them in one command instead of plotting all 28 sheets and having to name each one.
ArCAD-UK I've tested this and I think it will work. I'm going to export all the sheets to autocad and explode them and scale the entire mess. I've got like 10 sheets that will need to be done and it's a 6000 square foot 3 level home. I'm not redrawing an entire set of drawings for free.
I wonder if this might not be accomplished in layout by exploding everything and scaling it? Of course scaling in layout is a bit lacking anyway.

Print it into one PDF file - then use a free service like https://www.splitpdf.com/ to split it into its individual pages...
So XXX.pdf is quickly processed, into a download-able as a ZIP containing XXX.1.pdf, XXX.2.pdf etc...
It will split AND combine PDFs in various ways...

ISSUE A
If you have all dimensions, tags and linework in different layers, group all dimensions, then group all tags, then group all linework, etc...
Inside each of this groups insert a rectangle with the shape of the corresponding viewport.
You can now scale your model viewport to a scale factor that gets the final desired scale.
Finally you can scale each group too and you don't need to use the scale factor as you can do that by fitting each rectangle to the corresponding viewport.
Once you get to the hang of it, I suppose you'll be fast and end up with a new

Do as Tig says and you'll have one page per pdf file.
Or...
Get your self free pdf program called PDF Split and Merge Basic and split one pdf file with multiple pages into multiple pdf files with one page each.

OR, play around a bit with Print to PDF then open PDF and Print to PDF at a different scale! You may need to scale your title block before doing this and to scale all the text down to a smaller font select all text boxes and dimensions and hit the "smaller" button on the text drop down tab.

Do as Richard says but make a new title block. Just rescale print to pdf the drawing portion. Reinsert scaled pdf into a new LO with the title block. Have to put in new page numbers / titles perhaps.

I hate using E size sheets. They are a bear in the field as well. I don't know many contractors that like them either compared to D size. Most of my homes don't fit entirely on one sheet either. I still set them to 1/4" and do partial floor plans. I also do a key plan at 1/8" to key in the sheets. This has worked out very well, especially in the field. You could easily make this transition with what you have now.
