Creating a mesh from Z points

Hello,
I have opened a dwg in Sketchup and have put the info (X,Y, & Z) as close to the SU origin as possible.
What I notice is that there is information on the lot lines,etc. in a flat base (which I have grouped), but more importantly, there are a great many points (and lines) with Z level info that I want to convert to a topo mesh.All the info I see on the forum and youtube is about creating terrains with contour LINES, but I can't quite find how to convert points (and some lines) to a terrain.
I attach the skp file.
Any advice and direction as to how to create a terrain with the Z info I have would be much appreciated.

If you're searching here a search like: autocad survey data should pull up some useful things.
