I want to move certain shapes up or down on the page by using the up – and – down arrow keys until the two shapes coincide (overlap). The problem is that the incremental move on the page for each tap is too fierce. Does anyone know how I can adjust (fine tune) the amount of movement for each tap of the arrow keys.

The default arrow amount is not adjustable as far as I know.
Holding Shift + Arrow will increase the steps x10.
However because you could originally make these two objects the tiniest fraction of a unit apart then no amount of fine-tuning in the arrow steps will help you get the objects to coincide !

However, it is easy to move any layout-object so it snaps to a second layout-object...
Select the object, pick a relevant point on it and start to drag it towards the second object, whilst keeping the left mouse-button pressed down... and then release the mouse-button when the snap-inference is on the desired part of the second object.
Now they will align perfectly !
In this simple way you can align objects by different points very quickly...
