Confusion about layers and pages in Layout

So wrapped around the wheel with layers and pages in Layout. Currently have 7 pages made in layout and while working on page 7, I come to find that the drawing on page 7 is also on my cover page. I make changes to one page, only to find that I have made changes to another page as well. Haha, I'm slowly losing my mind.
Can someone explain the mystery behind keeping layers and pages separate from each other in layout?

It sounds like the "drawing" you have on page 7 is on a layer set up to show on every page. It may be that layer is not visible on the intervening pages.
Without seeing the LO file it would be hard to tell more.

Look on the right side of the layers - you can chose the layer to be on multiple or one page. The layer you are working on is set to be on all pages. You could possibly be seeing it appear on only two of the seven pages if the visibility (eye ball) is off on 5 pages.

I use show on multiple pages for my borders & titles e.g. company name, project description and they are then locked. The layers above showing on a single page are then used for drawing numbers, viewports & descriptions etc. It's quite a simple but effective system once you understand it.

The visibility is also very powerful. You can really control aspects between a couple pages in a single set.

Screen shot of Layers in my current LO project. I have watched a tutorial on "pages and layers" in Layout several times but this Layers page still is a complete mystery to me. I understand the concept of "layering", however I feel like this thing has a mind of its own. I am missing a crucial piece of understanding in this puzzle.
Not sure how one layer gets attached to a page, or unattached.

Layers don't get attached to pages at all. Entities on the pages get attached to layers. The Cover Page and On Every Inside Page layers are just named that. they could be named anything. The idea is that you would put things such as a title or a cover photo/drawing on the Cover Page layer. These would be entities that only show on the cover page and no other entities from other pages would be on the Cover Page layer.
On the other hand, things like borders and title blocks might be assigned to the On Every Inside Page layer so they show up on those pages. Those entities don't show on the cover page (which is probably the page you have selected for your screen shot) because that layer is shown turned off. Switch to another page and you'll see the Cover Page layer is turned off. The eye icon shows as closed.
You also have Unique Elements set to show on every page.
If you have the On Every Inside Page layer active when you insert or paste something onto a page or otherwise create content, it'll show up on all the other pages so you have to pay attention to which layer is active. And, unlike SketchUp, layer order is important but you've probably already sorted that out.

The right column that has the icon of a single or multiple pages: You click it to toggle between the two. In that screen shot, you have two layers "unique elements" and "on every page" set to be on every page. Any entity that is drawn or copied to those layers will appear on every page in the file.
You can actually set every layer to be on every page if you like. Then you control each page by visibility only. I do this to certain layers if I want to quickly reference something from another page. An example would be site plans. I set a contour lines layer to be on every page, but I don't necessarily want to print contour lines on every page. In that case, I just use the eyeball to control each page.
