I don't understand what you're asking for that SketchUp doesn't already do. As Pilou said, draw a rectangle and Push/Pull for the 3rd dimension.
Someone did do a plugin that would allow you to draw a box by clicking three points. I can't remember what it is called, though. I tried it once but decided the native tools work fine and I didn't need one more plugin loading so I deleted it. Maybe someone else remembers. Maybe Pilou remembers it?

Although apparently not directly related is Menu>Draw>Box. This inserts a grouped box at 0,0,0. The box is inserted with a default edge length of 8'-4" and X Ray mode is turned on. Draw>Box is activated when you Window>Preferences>Extensions and check Utilities Tools. You can resize this box in a number of ways with native tools.

First click on the first segment = length (X)red
Second click on the second segment = depth (y)green
Third Click on the third segment = height (Z)blueThat must be very easy ...for a ruby scripter

Apparently if I good anderstand for any reasons the "3 segments" are on a "plane 2D" in SU!
(like a projection or shadows casted of a wire object)But seems to me that user must first select these 3 segments
else I don't see very well how a plug can choose the 3 good segments if there are 100 segments or more ?
(more easy on my image because they are crossed at the same extremities' vertices
against the first post image where they cross anywhere !

Peter, I didn't get that from his post until you said that. Perhaps you're right. That would be interesting. Does the Ruby API have access to 3D Text?

When you have cotation you have length no ? Or position of the arrow No ?

What means "cotation?"
I think he was trying to describe starting with the three lines drawn on his box and, by running a plugin, turning them into the arrows with the lengths as 3D entities.

@Dave: Sorry - Cotation = sizing, scaling, notation (but in French)

My idea with this plugin would be able to show in my renderings for my clients the dimensions of the furniture and objects that would be created by woodworkers and other professionals.
Unrelated to create objects with three clicks ... or sizing objects by XYZ.
