It's me or the middle of an arc's segment has no snap ? (Arc not explosed)
Circle's segment has one! (circle not explosed)
      v6, v7 (v8 not tested)

In version 8, it is the same.
There is a way to find the midpoint (see help😞

        • use move tool:
          • if you use the move tool with the midpoint, you can change the radius
          • if you use it with another vertex, you move the whole arc
        • change to line with shortcut while mouse is over the midpoint and use it as inference

The Move tool only references the midpoint of the Arc - i.e. the midpoint of the middle segment where there is an odd number of segments, or the middle vertex when there is an even number of segments.

To find the midpoint of any of an arc's segments is possible... but a little more awkward...
          Use the Tapemeasure tool.
Use inference to make the first picked point at the Arc's center.
[Or use the 'point at arc-center' context-menu tool to give you a ready made point to snap to at its center]
Now move the cursor so it hovers over the segment in question.
When the stretching-line turns 'magenta' and it is pointing at the segment you now have a line stretching perpendicular from the center towards that segment [note how it will also go 'magenta' when it is parallel with the segment... but that's no use in this exercise!].
Hold down the shift-key to lock that inference [the 'magenta' line becomes thicker].
Pull the 'magenta' stretching-line to make a new guideline a little beyond the segment, so they will intersect, and click to complete it.
The center of the segment is the intersection of this new guideline and the segment itself.
So if you want to draw from [or to] that point use the intersection inference snap...

            Sorry 😳
I speak of any segment of the arc Circle
