[Request] Display a Model Disclaimer ??

Would there be a way to have a disclaimer displayed automatically when a model is opened?
For example, when construction drawings are issued, there is sometimes a disclaimer such as “Contractor shall field verify equipment locations prior to work” or something of this nature.
Ideally it would be a notice that the "average user" couldn't disable when a model is opened or if the file is copied or renamed.
Possibiities?:
A startup display showing the disclaimer (similar to the start up menu that SU displays) but without the ability for user to continue without clicking an "I agree" button.

Would an overlaid watermark at say 50% opacity work for that?

It would not be desirable to have a disclaimer always visible as it would probably be too distracting.
If a model is released to the public at large it might be okay, but not for client. -
Unfortunately your idea centers on the user not being able to disable the warning, which is virtually impossible to achieve.
If it's a piece of screen-text or a watermark it could be removed by deleting it from the model or the Style, done by any average-joe.
If it's code driven the user needs to allow a script to auto-load that displays the disclaimer - perhaps in a dialog - as the model opens [perhaps with some observers and perhaps only if the model has an attribute set].
But the average-joe can easily find that script and remove it, or rename it with a .TXT suffix.
Thereafter it doesn't auto-run. Also simply moving the SKP to another machine wouldn't take any scripts with it.
To remove the SKP's attribute would be a little model involved but also possible for someone with a little nouse - but it's redundant if there's no scripts using the attribute anyway...
There are dynamic-component attributes which sort of work like a script - so you could make a DC that displays an alert, but again this requires the user to click on something... and the DC is readily deleted [or edited in Pro] so that's foobar too...So, in conclusion the 'watermark' seems to be the best idea to me - even with its obvious limitations...

Just free thinking here.
If the disclaimer text is in the form of a PNG with a transparent background, it could be inserted as a MatchPhoto. The transparency could be adjusted as part of the style and it would only show when looking at the model from a single viewpoint. Another user could adjust the visibility of the disclaimer image just as they could with a watermark but it wouldn't have to be visible all the time.
I haven't checked but I wonder if the MatchPhoto scene tab can be renamed to something like 'Disclaimer' or 'Read This First.'

a quick thought is...
host the skp's on your own web-space, file server, etc.. and have conditional downloading.
so then you send a link to the client who has to agree to the terms to download your content...

Ideally all I'd like is a text block to open up when you open the model as it does sometimes with commercial plugins like TGI3d to let you know there is an update available.
And the user just needs to click the 'I agree' button for it to disapear, this just serves as a disclaimer that the model is copyrighted/owned, etc and he is using it under this general agreement.

The idea of having a disclaimer at time of downloading is something to consider although once downloaded .....
I wonder if disclaimer text entered in the Model Description of the Model info > File tab could somehow be used for a message. But that would, I guess, require SU9 to have process functions like "OnOpen" as a part of the file structure itself.
(Kind of funny, long ago, when I think back to using WordPerfect for DOS, I could associate OnOpen, OnSave, OnPrint, etc., script-functions to any of the menu items for a document or series of interrelated documents; I did this for an entire "electronic" operations and maintenance manual over 10 years ago.)
