Curved, ramped feature wall

Well, I'm trying to model a garden that I have been working on. It contains as its main feature a large curved feature wall, that as well as curving ramps up from 500mm high to 1100mm at its highest point. I have drawn some wires to explain what I mean


they are not perfect but they give an idea. I have two problems
1: How do I create a wall that follows this path. I have tried a few different things but nothing that is particularly satisfactory
2: Then, how do I give it a material? It will be a face brick structure made of truly beautiful dark brown/blue bricks with a dark oxide mortar - as I said a major feature. So assuming I can build the thing, how would I add a material in a way that will be smooth and look good?I am sure there are simple answers to both these but rather than beat my head against this particular wall for the rest of the day I figured I would ask the community.

i'm not quite sure what your texture looks like but this wall can be done fairly decently with the standard brush tool's functions.
