I'm having a little difficulty with your question, but I see this is a web screenshot, so not your screen.
If you are talking about the view the author has chosen for that shot, by looking at his screen, he has created a couple of scenes, one of them is the one on the screen. You can see the two screen tabs on attached. This scene would be imported into most renderers.
If this is what you would like to know about, just post a reply, and I'll go into more depth.

It is the 'aspect ratio' that can be [re]set by various 3rd party cameras an other tools.
There are many camera options settable via the API.
Changing the image width/height so it doesn't correspond to the actual window size gives that effect....
