Another Downloading Question

Hello, Out there,
I'm having trouble finding the latest version of Tools on Surface to download. I go to the extensions index and click on the title. I get forum threads. Sometimes they have a file I can download, sometimes not. Please help if you can. Thanks much. Dave -
