This error message results from your Korean user-name, which cannot be read properly.
Ruby used to fail with any file-path containing non-ASCII characters.
Ruby requires UTF-8 text-encoding.
The newer versions of Ruby do try to re-encode strings in many languages into usable strings, and are often successful.
However, your particular encoding [CP949] seems to cause issues with Ruby's built-in [re]encoding methods.

I am trying to resolve a similar issue with someone else, on another set of scripts, where he has a Cyrillic text-name...

If I manage to resolve that I will almost certainly update my popular scripts to match...
However, it is a very convoluted and difficult process...
