      Hi Jon,

      My country is rather floody (in fact, believe it or not, there are more extensive dam systems than in the Netherlands due to it lying in a basin which collects all the surrounding waters but lets them out in a single river).

      The only "real" solution here so far (beside NOT building in flood areas - i.e. on hills only) is that you build your house on pillars higher than the top of the dam.

      Now of course most people use that space under the house (so mostly the "walls" are built in) but in case of necessity, things can be moved upstairs and (probably) water isolation prevents the water from soaking higher than the "bottom of the real building" above.

                The vernacular architecture of southern Louisiana and Mississippi are built up off the ground, frequently with substantial masonry pillars supporting a classical porch above. Sometimes the space below is used for a garage or other minor uses. This seems to be the universal design solution for flood prone areas, until modern man decided technology can conquer nature.
