      My guess would be particles too. Real flow could do it but you better have a beast of a computer to run Real Flow especially if you want that quality of clarity.

        ok, I get it. And what would be the best way to accomplish this effect with sketchup? Is there a way at all?

          There isnt really a way of doing something to this level in SU. If you need something of a similar quality youd be better of doing the water in another app.

          If it doesnt need to be quite that quality you might be able to get away with photoshopping it in, if you can find a suitable donor image.

                      You could also do a quick model in Blender [or similar] using the fluid simulator and import that into sketchup. Cheating, I suppose, but that's a specific thing that other programs are just much better at [and free, in the case of blender]. Use the right tool for the job.
