You insert it into the slot on the cart to "release" it (they are chained together) and get it back when you take the cart back to its place. The reason is not making money (1 dollars) for the company but to get people to take the carts back.

Thanks Gai. Here we get the carts for free except in the airports.
I think they do chain them up at night if they are left outside. -
