There are many reasons why someone can't buy a license. Maybe share more info as to why you can't?

We dont know is stuck on checkout page.
Can not push the paypal and payment botton.

Have you filled in the email address form field before pushing the PayPal button? Without entering a valid email address you will not be able to continue the checkout.
