Extension Manager?

I have SketchUp Make 2016. I've gone to the window tab to look for the Extension Manager but it's not there. Is this not an option for my version of SketchUp?

The separate 'Extension Manager' probably arrived with v2017 ?
However, in earlier versions it's still there under Preferences > Extensions...Why haven't you upgraded to a newer version ?

Having never used sketchup before I was looking for a version that could be used offline and didn’t require a subscription in the event I didn’t like it. I was referred to download an older version.
