Hi - Yes it is !!

Julia Christina Eneroth wrote this Plugin:
https://extensions.sketchup.com/en/content/eneroth-open-newer-version
instead of just opening any skp-file, this cool plugin creates a copy in your desired version first, next to the original file. (your profile still shows SkUp 2013 Pro but you have SkUp 2016?) -
As well as Eneroth's extension the general solution is this... if you or the SKP's author still has v2017 installed then you can do a 'Save_As' and choose an earlier SketchUp version from the drop-down list of versions: then the saved SKP is say v2016 and usable in all versions from v2016 upwards...

...which furthermore also is a good practice for sharing files here if necessary for any reasons
