Where are the materials stored? In particular, I have a color in a model that is labeled [Color_I12] but when I look at either Colors or Colors-Named I do not see that color anywhere.
I am also curious about where the native materials are stored. I have look in several places under both Users, Program Files and Program Files (x86) but cannot find them...…...

Is it Color_I12 or Color_I02? The latter is in the Colors folder. The native materials are in Program data.

Well, once again, I showed my stupidity. I looked under Program File, not Program Data...…
Now, here is the color I was questioning. I looked in the colors collection but do not see the color and do not know where the heck it came from. See the image below:
Now that I have a better understand of this whole issue (ignoring where the heck that material came from) I am going to set up a set of colors and materials that I want to use consistently in all of my car wash equipment components without guessing. Means that I need to go back through my components and use these standard materials so I can also set up some color-template combinations to use for equipment layout renders with Twilight Render. Kind of a new path that I wish I would have started some time ago.

You can create the set of colors by adding them to the In Model collection. You don't even need to have a model. Then when you have all of the colors you want, click on the Details menu on the right side of the Materials panel and choose Save collection as... I would suggest you put it into User?App Data/Roaming/SketchUp/SketchUp 2019/SketchUp/Materials instead of in Program Data. The user App Data folders aren't affected by uninstalls or reinstalls. If you put your custom materials folders in Program Data and have some need to reinstall SketchUp at some point, you would most likely lose them when the folder is overwritten.
As for where that color came from, I'm not sure. It might be the result of customizing a color at some point in the past.

I am setting up a folder under /documents so that it can be accessed from what ever version I am using. Do not want to lock it into any particular version. I have some materials set up that way as well.
After some looking around, I think that strange color may have been in a component I inheritance from someone else.
