Image Trimmer and Windows 10

I am attempting to use image trimmer and after I start the process, a Windows "pop up" dialog box appears asking what app should open up the file.
I have used this plugin successfully on Windows 7 machine on SU2017 and 2018.
Any thoughts on what is going on?
P.S.
This is what comes up on the screen after I start the tool.

You need to have Java installed and enabled.
