Scenes Not Diplaying Correctly on Workspace

So I am having a problem with Scenes.
I create a simple Rectangle then save as a Component, Layer 0.
I create a Scene1 of this Component and select all Properties by default.
I then create a new Scene2, edit the Component, then Update Scene2.
I then create another Scene, same defaults, edit the same Component then Update Scene3.I check my Scenes in Default Tray, all the Scenes are showing as originally created. But if I click on Scene1, on my workspace it is displaying exactly as Scene3 was drawn, same with Scene2, all the Scenes display exactly the same even though in my Tray they are all different.
What gives? Test skp attached. Thanks,

You only have one component. The scene does not change the properties of the component, they just view the model as presented.
Check out the attached model. 3 separate components on three separate layers. The scenes control layer visibility.

So, what you are saying is that I cannot move or modify components in an individual scene without effecting every scene that is using that component? I am using 2016 Pro, but I remember in a previous version, (I think it was 2012), that I could move individual components in a particular scene, and then using Proper Animation I could play the animator and each scene would display with those scene changes. I thought the Animator that was included in 2016 was a similar feature as Proper Animator?
In reading the following tutorial, https://help.sketchup.com/en/article/3000146, an the following page Animating Sections and Scenes, I am understanding that each scene should follow any changes to a particular scene including properties.

I think you misunderstood the article you linked to. Think of scenes as camera positions and they are all looking at the same model. If you move a component in the model space, all cameras will show that move. If you modify a component, all cameras will show that modification. The only way with the native tools to make it appear that a component is moving between scenes is to show different instances of the component in each scene. This sort of thing has not changed between SketchUp versions.
There are some extensions such as Proper Animation (which I'm not sure has been updated for newer SU versions) and more recently Fredo's Animator that can do the sort of thing you are trying to do but it does take an extension.

Ok, that makes sense. Each scene is basically just a snapshot of components, but then why are any of the thousands of animations I have seen appear to have the scenes modifying components? Or is that what is handled by the plug-ins?
I am having a problem running any plug-in that has the .rbe extension, not sure why but all of Fredo's latest extensions are .rbe and therefore I can't run them. And on another note, my laptop can't be updated to 2018 due to the graphics card.

Movement of components could be handled by an extension/plugin but if they are being modified, the components are either being edited during screen capture or they are being replaced with different components using thelayers and scenes process.

How are you installing Fredo's extensions?

I have tried using both Extension Mgr and by downloading the .rbz and installing through Windows>Preferences. Either way errors on startup. I have already gone through all the possible fixes, I'm going to try to install 2018 on my workstation later to test.
