Could you help me build a PC to render Vray/Sketchup??

Good morning all. I am shopping for a pcbuild, and am unsure what I need.
I am an archvis draftsman. Currently, I use a renderfarm to render vray / sketchup projects, but would like to render in-house to save $$.
The renderfarm states that it takes 2 hours of CPU time @60 ghz for one of my typical renderings. I do not know what this means, or how it should enter into my pcbuild equation.
I understand that Vray 2.0 uses CPU to render. Does that change in 3.0? How should I treat the differences as I consider what to buy?
My budget is $1,000 if I have to keep outsourcing to the render farm.
BUT if I an render in-house I will spend $2K.
Is it possible to build a PC capable of rendering FAST like a renderfarm for 2K? Do any of you have any options as to what I should do/purchase?? I have no idea what I need...
