I want to add decorative feature to my Australian Victorian house in SketchUp:
(Outlined in Red) Where can I find this?

Depending of what do you want ?
For a file 3D of for an image...
You can use image as texture...on a box
You can use some free Vectorizer on line like http://www.autotracer.org/
and obtain some funny result
But you must have a more detailed image!
render free SimLab Composer Light! (1920 *1080 max)

Or you can modelize the model itself

Alas for you seems not existing at 3Dwarehouse

Outline the lace structure, push out 25mm, then add photo texture of the lace

As you are a beginner I suggest you to draw it, with the use of components you won't have to draw that much, else you can create a library and re-use.

Besides modeling the geometry itself you could use suitable PNG textures as well
(picture material from the web or self-made).
For my example I have used image material which Gilles has recommended by his link above
