I cant find this issue on any thread or other forum page, what is the ~ symbol next to the measurements mean, everytime i try and make something similar to something else the ~ symbol appears and makes it ever so slightly different than the original item. So what does this ~ mean and how can I avoid it in the future

The ~ means the dimension is approximate. You can avoid it by entering exact dimensions and using a Precision setting that is at least as fine as the the dimensions you're enter. Precision is set in Window>Model Info>Units.

There seems to be a bit of problem in Layout where after you move / copy paste a bunch of dimensions to a new page, the symbol "~" appear in those dimensions and require manual edit to remove them... Quite an annoying issue. Is there a quick way to remove or prevent such issue?

Generally dimensions in LayOut become unlinked from the end points when copied and pasted. It's best to not copy and paste them. If you absolutely must do so, explode them first. Then the numbers will remain the same.

What version of SketchUp and LayOut are you using. Fill out your profile, please.
