RS file type extensions not showing after restart

Newbie here trying to install RS file extensions! I'm running SU Pro '15 on a PC and have dropped the RS files into the plugin folder in AppData/Roaming/Sketchup/Sketchup2015/Sketchup/Plugins so it should be installed after restarting Sketchup. However after restarting Sketchup the plugins do not appear. I am new to this and feel like I'm somehow doing it wrong, but not sure what it is. Also when I go to Window/Preferences/Install Extension... the only file type available to search for is rbz... why is that? Any help is much appreciated!

I assumed you did not mean RS, but RBZ files...
The Ruby files that do stuff as 'plugins' are an RB or [more rarely] RBS file-type.
SketchUp has never used RS file-types...In SketchUp [all versions since v8] these Plugins [aka Extensions] will now usually come packaged inside an RBZ archive file - this is actually a ZIP archive file renamed with a new suffix.
To install these there is a simple process available within SketchUp itself.
Use the Preferences > Extensions > Install Extension... button.
Choose the RBZ [which usually you will have saved to your Downloads or Desktop folder]...
and it is then automatically extracted for you and its files placed into the appropriate user-Plugins folder, including any subfolders of helper-files, and then loaded [or at worst after SketchUp is restarted].There is usually no need to 'ever-look-into' you user-Plugins folder...
BUT if you really do have an older plain RB file, then you can always make a ZIP of it, then rename its file-type to .RBZ, and proceed with the RBZ installation as outlined above...
However, be warned that many older RB files are NOT compatible with the newer versions of SketchUp and most authors have reworked their tools' coding to be compatible with all versions >=v8... and these will almost always come in RBZ format...Always try to get the latest RBZs from the SCF PluginStore - or if they are not available here then try the Extension-Warehouse...

Yes I think that is what I meant. I think the issue I'm having is that I'm not seeing the icons but the extension is in fact installed. You're the perfect person to ask since the plugin in question is your Descaler http://sketchucation.com/pluginstore?pln=TIG_Descaler
I installed the rbz file but still don't see anything. Can you explain a little more about how it works? Is there an icon at all or is this something that runs in the background? Thank you!

Let's assume you have managed to install the RBZ properly...
Each Tool has a 'Usage'.
This is described in its entry in the PluginStore, or in more detail in its More Info... button link.
Usage is often from a menu item in Plugins [renamed Extensions with v2015] or ALSO from entries added to other menus - like Tool or Draw...
Some Plugins also have a Toolbar which you might have to initially activate from that menu item.
Some Plugin's usage is only made available if the user has selected something appropriate, and then the Context-menu [select+right-click] shows the entry...
Also note that a growing number of Plugins are made as 'Extensions', and these normally install activated, but a few need initially activating from the Preferences > Extensions menu sub-pane...So, to take the example of my DeScaler Plugin...
You must select a scaled 'container' before the option is made available/useful to you...

You need to have one or more preselected 'edges' otherwise it exits with a message telling you that! ... -
