I am wanting to place 3d text on a surface and round the top edge and flare the base to blend with the surface. Rounding the top works but when I go to do the base I am trying to figure out how to select all the base edges without having to change the view (which exits the RoundCorner operation).

Learn to use the middle mouse button. It allows you to orbit/pan/zoom without actually changing tools. So you can move around and select what you want while the round corner tool is still active.

Make sure the 3d text is inside a group or component.
          You can edit the contents.
Set View > Component Edit > Hide rest of model
That way you can Orbit and see the back too.
Use the RoundCorner tool as desired.

Note that SketchUp has issues with tiny edges and facets.
Depending on the size of the 3d text it might produce issues of missing out tiny facets.
You can scale up the container - say x10 - and provided you think about the rounding dims to match it will avoid the issue.
Scale down the container when you are done.

To get the base rounded I need to explode the text. There may be other ways but that's what worked. Then delete the section of plane that is covered by the letter. Otherwise I can't select the edge - it complains it is 3 planes rather than 2. Once that is deleted it seems to work as desired although I get some weird facets on the corners of the letters. I will try it at larger scale and see if that helps. I need fairly large radius relative to the size of the letters so I wonder it that will help...
