Closing a polygon with changing elevation

I'm not sure how to phrase this question, which probably part of the reason I can't find any answers to it.
I'm making a model of a transit center. A parking lot with a sawtooth platform for bus pick-up/drop-off, essentially. There's a lot of slope and elevation changes throughout the model. I've decided that breaking it down into pieces is my best bet. I've got the 2D CAD file imported, contours, and the 3D polylines of the breaklines so I have an idea of where my slopes are.
Does anyone know of a more efficient way of creating a closed polygon from lines that change elevation? The platform is a long oval shape and the only way I've been able to come close is to just seal it off segment by segment. Tons of triangles... Id appreciate any help as to how I can do this more efficiently. Thanks so much!

There are several plugins that can help with the skinning. Maybe use Fredo's Curviloft to start. You could also use the Sandbox Tools to create a mesh and intersect it with the perimeter outline
