Where do I place the file? I do not have a plugins folder with 2013 or do I? Where would it be? This extension is not available through extensions warehouse.

There is a Plugins folder in Program Files>SketchUp 2013.... What operating system are you using? You may have to change Folder permissions to be able to add files to the Plugins folder.
The file downloads as a .rbz file so you can install it using Install Extension under Preferences>Extensions.
It isn't in Extension Warehouse (none of TIG's plugins are) but it is in the Sketchucation Plugin Store. If you install that per its instructions, you can install TIG's plugin automatically.
