      I have downloaded a file from a manufacturer's site and it is a .rfa (Revit) file

      Is there a way to translate and open this in SketchUp?

        No. πŸ˜•
        But you could open it in Revit and export it in other formats... like DXF... which are then importable into SketchUp.

        There are thousands of file formats, and many of them are specific to one application.
        To hope that a certain file format might be usable in another application without some translation is a hope too far... 😞
