Does anyone have tips for unifying plan outlines (outline tracing) when working with dwg imports?

when using a dwg import you should not have to do any tracing. if you have no faces in the dwg vector info that is imported simply open the "group" that is imported and use a make face plugin or draw a line along an already drawn line and the face should appear.

Please explain the term "unifying" in your question, in case you may be pointing to something else.

I wonder if he means stitching elevations and floor plans together?

Well I never use the imported lines from the DWG file. I always select all the lines of the DWG and then group them. I then trace over and when I am at a certain point I can delete the DWG items all together and clean the file up a bit. I guess it depends on the intended purpose of the model and your work flow. Sure a few extras steps in the beginning but worth it for my needs.

I too avoid using the import lines (except things like contours). Too many times messes up the drawing. Some sort of minuscule accuracy disconnect, although both import and new edges are supposed to be on axis. Sometimes works... Fredo has a new plugin to help cleanup. Search plugins store.
