Default texture size?

Unless you change the texture size in the Material Editor it defaults to 10" [25.4cm].
IF C4D only uses 'cm' then temporarily change you Model Info > Units to 'cm', export the DAE etc in 'cm'. Change back to your preferred units afterwards.
I don't know what C4D is expecting, but you should be able to set your units to suit
