What program(s)?

What would typically be used to create graphics like on the following link?

I don't know much beyond my pencil and manipulating existing images in Photoshop. I have Photoshop 7.

Corel Draw Graphic suite (whichever version is current), or more specifically Corel Photo Paint.

Many choices, seems everyone you talk uses something different. But I'll second sketchbook if you have a tablet.

That's vector graphics. Any vector graphics package will do. A comparison of available packages:
