Just like the title says: Is there a proper plug-in to create racing helmets and to create also nice livery's/color theme's for the helmet ?

No, something like that needs to be modelled I'm afraid. There are plugins that'll speed up the modeling but none that will do it for you.
Try the 3D Warehouse for a helmet.
