Plugin menu disappeared??

not sure if its just me being dopey but my plugin menu has vanished? how do i turn it back on

Is this a fresh install with no plugins installed or extensions activated?

ive got a few plugins installed and activated 2 extensions?

Do those plugins place items in menus other than the plugins menu?
Go to Windows > Preferences > Extensions and activate Ruby Scripts Examples. This should place a menu item in the plugins menu called Cost.
It'd help if you mentioned what you have activated and installed.
