    Are the glasses thin walls or do they have real thickness to the glass? My understanding is that fraction works when there is volume to the material. If you do have this, then try pushing the IOR on the reflection and refraction to 1.7. Also, in order to get good reflections, you need stuff to reflect, so you need to have stuff behind the camera modeled.

      I would turn up the IOR on the reflection and refraction layer for the wine glasses to 1.8. I would also add a little color to the glass by making the refraction color a very light gray. Then set the IOR for glass on the cabinet to something lower like 1.2.
