You haven't made the 'flight' of stairs the right size/form ?
This 'balustrade' - does or span the whole flight or just each tread etc ??

Once you have resolved the flight's form etc, then look at ShapeBender by ChrisFullmer...Thank you Sir for the quick reply. That balustrade could be every 4 steps or whatever the right proportion is. Assuming that design is possible or I can use other design.
I hope I can get the procedure on how to create in curved or spiral. -
