Mouse buttons and move questions

Hi,
I just have a couple of questions if anyone can help.
Can I remap the 3rd "scroll" button to a side button on my mouse?
When moving an object, can I select it then use, say, the arrow keys to fine position it?

The scroll-wheel is hard-wired to use Orbit - even inside a custom tool.
There are already 3rd pary tools like 'nudge' [Smustard.com ?] that are a 'move' tool extension that nudge selected object using the arrow keys etc...
