I'm not sure of the ethics of Abandonware. Anyway, I offer this up FYI. I bought Buzz Pro years ago for my graphic design work. It was one of the most useful Photoshop plugins I have ever come across; and offers a wide range of filter settings and presets that effectively turn photos into artwork...it wasn't cheap at the time either.
It's especially useful if you are into native SU output, as it can simplify Face Me images and get them looking rather more like the flattish colours in SU. This is just a rough example, so pretty grotty around the edges, but it can turn this...into this....
into this.
Unfortunately, its developers Fo2Pix went out of business several years ago, so it's no longer commercially available. The good news is that it is mimiced by a new PS filter called Topaz....which even has a Buzz setting.
However, it is downloadable here.
It will also work in most other progs that can use PS filters...like Corel Photopaint, Painter, Irfanview or XnView.You can get some idea of its oil or gouache effects on complete images on this old gallery page. (The page source says 1999)

Thanks Alan. I have used BuzzPro 2 for years and agree with you about it's magic. All should check it out -- this used to cost a couple hundred dollars as I recall.

Most Photoshop plugins work with Gimp if you have the special plugin that lets you use them... Available from the developers page on http://www.gimp.org/~tml/gimp/win32/pspi.html Pspi is a GIMP plug-in that runs 3rd-party Photoshop plug-in filters...

That's the link that comes with the PSPI plugin in its README file...
I just repeated it, I didn't check as I don't need it [I already have it downloaded!].
