Toolbar icons issue?

Why are the toolbar showing like this? It doesn't affect me, but I'm wondering if it is a fix for this, or not?

It can happen if you change from Large to Small / Small to Large icons. If your toolbars are docked and small then change to large, then de-dock a toolbar and change icons to small the toolbar retains it's 'Large' size.
