Scale tool - maintaining scale in one axis

I've got the following attached from the library.
I wanted to change the length to five inches. I chose the measurement tool, scaled the length, entered, 5, and rescaled the entire image.
Now I wanted to maintain the 5 inch length, but make the diameter seven inches. I selected the entire object, and chose the scale tool, but no matter which anchor point I chose to rescale, I kept ending up with something of an oval.
What point to I select in order to rescale the diameter, keeping the length (of the "column") 5 inches, and maintain the circularity of the diameter?

To Scale an object vertically by 5 - as you said - you simply pick a top mid-point, drag it up and enter 5.
To Scale the diameter by 7...
Pick a mid-point on a side, hold Ctrl-key so it Scales from that axis's center, enter 7.
It's now 'oval'...
Next pick a mid-point on a side that's at right angles to the previous side.
Repeat the Scale with Ctrl-key and 7 etc, and the shape springs out of its "oval-ness" back to be a cylinder...Note 1: it's probably a good idea to select everything and Group it before doing this Scaling, as everything is held together during such operations...
Note 2: your model is presented 'upside down'. The solid-blue axis should normally be 'up'...

Hi Frascati, hi folks.
First, the blue axis is pointing down in your model. Normally, this axis shall point up. Unless you are modeling from under the model.
Second, to scale diametrically, use one of the middle handle that are in the corner of the scaling cube. Start scaling, you will see two number in the dimension window. Let go of the mouse and type 7,7 or 7;7, depending on your regional settings. Validate by a press of the RETURN key or the ENTER key. Of course, you can press the CTRL prior while scaling to perform a symmetrical scaling about the center (or the axis) of your fan.
