I think OP is looking at the Ruby Library Depot download page. It says "How to install: Special, see documentation." Don't confuse "download" with " Install". First download all the files recommended on that page. You should find the documentation you need to install the plugins. But... The page TIG referenced explains: you just need to install other file(s)as well, to make the ruby work.
