Extrude ellipse on 3 degrees axis

i want to extrude an ellipse at approx 87 degrees off the
horizontal line can someone help me

I'd love to help - but can you explain the problem in greater detail?
I'm not sure if you want to have a cylinder that is sitting at 87deg or a curved "elbow" pipe that bends 87 deg.you could make a circle and then turn it into an elipse with the scale tool (you likley knew that already) then you could rotate it by making a cube (to give you a surface to base your rotation on) and using the rotation tool and holding shift while hovering over the cube side that you want to have as your rotation plane (like the side or back instead of the default "top" that the rotation tool will give you) then place the tool (while holding shift) on your elipse edge and click. Type 87 (that goes in the vcb automatically) and hit enter. Your elipse should have gone from sitting flat, to near vertical. you could extrude it then with push-pull.
If you want to have it extrude up the blue axis and then bend to the left at an 87 degree angle, draw your elipse and find the center. Draw a line up the blue axis as far as you want the "pipe" to travel, then draw your angle using the same method (with the cube) and the protractor tool (should be under the measuring tape) and then draw a line to meet your vertical line. Select the Follow-me tool (icon looks exactly like what we are going to do) and click while on the elipse face, follow the vertical line you made, and then follow the 87 degree line.
Does this do it? I didn't exactly understand your question, so let me know.

i have attached the floor plan again the elliptical room in the centre needs to be extruded 6350 mm (approx 3 degrees from it axis) forming two elliptical rooms over each other

IF I understand your problem (since I cannot see any attachment either), maybe this could be a solution:
- draw a guide line+point off axis at the angle you want the "extrusion" (you can draw it on axis and then precisely rotate it)
- extrude your ellipse "normally" (I guess on the z axis)
- select the top ellipse (and its edges - "double click")
- simply move it until you can get it snapped to the guide line.

NB: I did not really care for sizes here...If I also misunderstood you, please, go around the description again.

You may also try Didier's rubies here. Go down to "pushpull_tool.rb" which I believe would be best in your case.

Okay...
You save the script (when clicking on it in the library, just copy everything and insert the content into a plain text editor such as notepad or anything else - NO Word). Don't use the "Save File" option of the file menu of IE for instance.
Save the file with the exact name of the script (and the .rb extension) into the Plugins folder of your SU.
Restart SketchUp and you can access (most of) your scripts from the Plugins menu.
Most scripts contain some basic information on how to use them at the top of the script so you may need to read that first. Some are rather tricky to use but this one isn't really.Have fun;
